Documentation for Samigo XML format

Samigo uses a QTI v1.2 format for export/import, converting stored data to xml output on export and reading and inserting into the database on import.

A key issue for the process is the use of CDATA which exists on some text fields in Samigo v2.1 and was added to others only in the Samigo v2.3 release. Exports of existing SmartSite (Sakai v2.1.x) content fail due to invalid xml for some of those text fields. We will need to add CDATA to allow for successful exports prior to upgrading to Sakai 2.3.
