Chat room should not allow blank messages to be displayed

Test steps:

1. Add Forums tool to your course if not there already .
2. Create a new Topic in Forums so that students can chat. Reference if needed.
3. Log in as a student and try to submit a blank message, i.e., a message with nothing in the message body.
