I discovered what I think is a PROBLEM.
if you have created an announcement to release in the future, regardless of the e-mail setting, if you edit the announcement the e-mail setting defaults to none.
if you don't notice this, the e-mail now won't get sent.
I think the e-mail setting should remain whatever it was in the original announcement, if you just edit it.
