I messed around with the sakai-site-manage-tool on the two smartsite-test cluster. I cleaned up after myself, but this is just to document that I touched stuff in there... in the end I rebuilt site-manage on littlejohn and on braddock copied the sakai-site-manage-tool.war from the tomcat staging to /ucd/pkg tomcat webapp.... I didn't restart anything... I figured the context listener will handle this fine.
